A business proposal is a written offer you send to a possible client. It says what problem you will solve, what you will do, what it will cost and why they should choose you. For a small business, one good proposal can bring a steady client for years, so it is worth learning to write one well.
What is a business proposal?
People often mix up a business proposal and a business plan. A business plan is about your own business: how it will run and make money. A business proposal is for one buyer. It is like a detailed quotation with reasons. You send it to a school, an office, a housing society, a factory, a shop owner or a government buyer.
There are two kinds:
- Asked for (solicited). The client has asked for quotes. They may give you a format, as in a tender. Follow their format exactly.
- Not asked for (unsolicited). You spot a need and offer to help. These must be short and very clear, because the reader did not ask for them.
Business proposal structure
A good business proposal template for a small business has these parts:
- Cover page: your business name, the client name, the date and a one line title.
- Short introduction: who you are and how long you have done this work.
- The client's need: the problem, in their words. This shows you listened.
- Your solution: what you will do, step by step.
- Scope: what is included and, just as important, what is not.
- Timeline: when work starts, key dates and when it ends.
- Price and payment terms: a clear table, taxes, advance and due dates.
- Why choose us: experience, past clients (with their permission), photos of work.
- Terms: validity of the offer, cancellation, how changes are handled.
- Next step and sign off: what the client should do to say yes, and your contact details.

Tips for writing a business proposal that wins
- Talk about the client first. Their problem should come before your story.
- Be exact on price. Hidden charges kill trust. Say clearly what GST and extras apply.
- Write the scope carefully. Most fights with clients come from unclear scope.
- Keep it short. Two to five pages is enough for most small jobs.
- Follow up. A polite call after three or four days is normal and expected.
- For government buyers, follow the tender or GeM format exactly. Missing one document can disqualify you.
If you are still shaping your offer, map it on a business model canvas first. And make sure your business card and letterhead show the same name and contact details as your proposal.
Questions people ask
What is a business proposal?
A business proposal is a written offer to a possible client. It explains the client's need, what you will do, the timeline, the price and why they should choose you. It ends with a clear next step for the client to say yes.
What is the difference between a business plan and a business proposal?
A business plan describes your whole business for yourself, partners or a bank. A business proposal is written for one buyer and offers a specific job or supply at a stated price.
How long should a business proposal be?
For most small jobs, two to five pages is enough. A large tender may need more because the buyer asks for many documents, but your own writing should still be short and clear.
Should I include GST in my business proposal?
If you are registered under GST, show the price before GST and state that GST will be added at the applicable rate. This avoids confusion when the invoice comes.
Can I send a business proposal by email?
Yes. Most small business proposals are sent by email. Write a short email that sums up the need, your offer and the price, and attach the full proposal as a PDF.
